About the San Marcos City Council’s Civic SMILE Award 

Five times each year, a community member is chosen by a specific City Council member to receive recognition and will be presented with a San Marcos Inspiration, Leadership and Excellence (SMILE) Award during a City Council meeting.

The San Marcos City Council recognized Amber Ter-Vrugt Tuesday with the Civic SMILE Award, short for “San Marcos Inspiration, Leadership and Excellence.” 

San Marcos City Council members each nominate one SMILE Award recipient a year. Council Member Ed Musgrove selected this month’s honoree: 

"Amber joined Scripps Health in 2014 and serves as AVP, Government Relations and Community Benefit. Amber oversees Scripps community benefits and government relations departments and is responsible for Scripps legislative agenda where she works with elected officials and regulators on the unique issues facing Scripps in alignment with Scripps mission and corporate priorities at the local, state and federal level. She also manages Scripps’ community relations programming in coordination with corporate and marketing priorities. Amber represents Scripps with industry associations, public issue groups, and regional business, civic and community-based organizations.

Among her leadership roles in the community, Amber serves on the board of Lifeline Community Services. Prior to joining Scripps, Amber had been working in government relations in Southern California for 12 years, most recently with Sempra Energy Utilities. She has received accolades throughout the years including the 2022 American Hospital Association’s champion award for California. Amber earned her master’s degree in public health from California State University, San Marcos as well as a bachelor’s degree in communications from California Polytechnic University, Pomona."

Friends of San Marcos Parks and Recreation honored with SMILE Award

The Friends of San Marcos Parks and Recreation is dedicated to enhancing parks and recreation in San Marcos through service, collaboration and community pride since 2013. The Friends has expanded access to recreation through scholarships, educational programming and support of inclusive and community-building events such as the Double Peak Challenge, Summer Concert Series and Fourth of July celebrations. Their leadership, volunteerism, and commitment to connecting resources and partnerships have made a lasting and meaningful impact on the San Marcos community.

Debbie Thompson - November 2025

Debbie Thompson honored with SMILE Award

Whether she is raising money for youth programs, mentoring the next generation or helping guide major community nonprofits, Debbie Thompson has long been one of San Marcos’ go-to leaders. This week, she was honored for her decades of service.  

At Monday’s City Council meeting, Thompson received the City of San Marcos SMILE Award—short for San Marcos Inspiration, Leadership and Excellence. The award celebrates individuals and organizations that embody the community’s spirit of service and dedication. Each year, every City Council member may nominate one recipient.  

“Debbie represents the very best of San Marcos. She doesn’t just give her time — she gives her heart. Our community is stronger, kinder and more connected because of her leadership and generosity. We are truly grateful for all she has done and continues to do for our city,” said Deputy Mayor Mike Sannella, who selected Thompson for the honor. 

Thompson’s service to the San Marcos community began in 2001 when she attended a Boys & Girls Club auction. By the end of the evening, she was asked to help with the next year’s event—an invitation that sparked decades of involvement. Since then, she has played a key role in helping the organization grow and mature, with expanded programming, professional staff and multiple locations. 

Her impact doesn’t stop there. Over the past 30 years, Thompson has contributed her time and leadership to organizations including Rotary, Palomar College, Friends of San Marcos Parks & Recreation and the San Marcos Chamber of Commerce. Much of her work has focused on scholarships, mentorship and opportunities that empower young people. 

“It really comes down to the values you share with others in the community, so we are all working toward a common good,” said Thompson. She often recalls Rotary’s “Four-Way Test” when working with students: 

Is it the truth? 
Is it fair to all concerned? 
Will it build goodwill and better friendships? 
Will it be beneficial to all concerned? 

Even after decades of service, Thompson shows no signs of slowing down—continuing to inspire others and strengthen the community she loves.

SMILE Award recognizes former Deputy Mayor Sharon Jenkins for leading the campaign to pass Measure Q

Councilmember Maria Nuñez presented the San Marcos Inspiration, Leadership and Excellence (SMILE) Award to former San Marcos Deputy Mayor Sharon Jenkins. 

The SMILE award recognizes both individuals and organizations who exemplify outstanding leadership, service, and commitment to enhancing the San Marcos community. Jenkins is the 24th recipient of the award — and the first to both present and receive it – since the award program was first launched during her 12-years serving on the City Council to honor those individuals who go beyond expectations to inspire and uplift others and shape the future of our community.

Having completed 12 years of service on the City Council, Jenkins has played a pivotal role in shaping the past and future of the City. Jenkins played a key role helping to lead the campaign for the San Marcos Unified School District’s first facilities bond. She went on to run for the school board and served for 14 years on the San Marcos Unified School District Board of Trustees, followed by 12 years on the San Marcos City Council.

Last year when the City faced a gap between revenue and expenditures and looming budget cuts, Jenkins stepped-up to lead Measure Q, the City’s one-cent local sales tax measure. In November 2024 San Marcos residents voted to approve Measure Q, which will help make sure San Marcos can continue to maintain and improve its emergency response capabilities, take care of our roads and storm drains, and generally keep San Marcos the beautiful city we love. Measure Q’s resounding victory with over 60% of the vote was impressive given the divisive political climate and unpopular nature of tax increases in the region. 

Jenkins drew on her over three decades of long and distinguished public service and leadership to ensure Measure Q, the City’s one-cent local sales tax measure, passed. Her campaign experience – seven campaigns running for office and two for local school bond ballot measures, helped her lead and mobilize volunteers to get the word out.  What started with three people eventually grew to over 200 community volunteers, with many walking neighborhoods and talking to residents to answer questions about the proposed one cent local sales tax measure.

“Building a coalition of key individuals and stakeholders representing almost every facet of the City, who championed Measure Q, was key to its success,” said Nuñez. “Sharon united the broad-based coalition behind Measure Q and was the champion who led this historic effort. Her dedication to service and life-long relationships in the community made it possible to unite diverse interests and to harness the shared trust and love of our city.” 

Jenkins attributes the support to the love people have for San Marcos, the confidence they had in knowing the volunteers, and the trust they had in the city to use their taxpayers’ dollars wisely.

“Even though San Marcos looks a lot different than it did 30 years ago, the relationships and connections in the community keep us close to our roots with a focus to do what's best for San Marcos,” said Jenkins. 

“It is an honor to accept this award on behalf of all the Q volunteers who spent countless hours coming together to protect and enhance the quality of life in San Marcos,” said Jenkins.

Garth Phillips - July 2025

Garth Phillips honored with SMILE Award

Phillips.pngAt Tuesday’s City Council meeting, Councilmember Musgrove honored Garth Phillips with the SMILE Award to recognize the selfless work of his team in guiding San Marcos youth and adults toward a successful life.  

Garth Phillips is the principal at Twin Oaks High School, Foothills School and San Marcos Adult School – educational facilities using alternative and creative approaches to learning that meet the distinct needs of students. Phillips and his staff offer a beacon of hope for students to become good citizens in and outside the classroom.   

Councilmember Musgrove shared, “I couldn’t be happier to honor such a phenomenal person. It’s incredible that Phillips’s team uses an intimate learning approach to education, focusing on the student as a whole, to help them achieve a prosperous future. Concluding this school year, his staff helped 70 students secure employment.”  

Staff and Phillips at each educational program specialize in supporting students with several degrees of motivation, temperament, behavioral challenges, mental health needs and educational requirements.  

Upon accepting the award, Phillips remarked, “Our shared mission at our educational facilities is to empower our students. We strive for them not to look back and say ‘thank you’ to us, but to declare proudly, ‘I achieved this on my own.’”  

Students enrolling in programs like HAVC certification, welding technology, architecture and more, are gaining valuable technical training and workforce readiness. These offerings are designed to help students build confidence, discover ambition and prepare for meaningful employment.  

One student recently completed the HAVC program, earning their certification and marking a major personal milestone. “To witness a student enter the program with no direction and leave with a goal, a purpose and a certification – that’s what our programs are all about,” stated Phillips.  

The City Council introduced the Civic SMILE award in 2021. Short for “San Marcos Inspiration, Leadership and Excellence,” the award highlights individuals and programs that reflect the “spirit of service” that has become a hallmark of the San Marcos community. Once a year, each City Council member has an opportunity to choose a recipient.


Bears for Badges - May 2025

Bears for Badges creating comfort and community in San Marcos and beyond 

Six years ago, Jeannie and Ernie Stratis came upon a tragic car accident along the 78. It was Christmas Eve and, seeing that children were involved, Jeannie told Ernie, “I wish I had something for them to hold, to help bring some comfort.” 

Ernie, a retired 22-year veteran of the San Diego Sheriff’s Office, made some calls, and Jeannie started sewing. Just nine months later, all Sheriff’s stations in the county had a supply of handmade Teddy bears ready for deployment.  

The San Marcos City Council recognized Jeannie and Ernie Stratis Tuesday with the Civic SMILE Award, short for “San Marcos Inspiration, Leadership and Excellence.”  

“Jeannie and Ernie are exactly what this award is all about,” said City Council Member Danielle LeBlang, who nominated the couple and their organization, Bears for Badges. “It’s so incredible to see the difference they have made, not just for children affected by trauma, but the community that has grown around their work.” 

Volunteers meet in the clubhouse at Palomar Estates West in San Marcos for “stuffing parties,” where neighbors and friends bring the bears to life under Jeannie’s watchful eyes. All the “bear skin” sewing, except the final closure, is done in advance by Jeannie and six friends with superior seamstress skills.  

Not all bears pass inspection. It took LeBlang a couple of tries to get the right amount of stuffing packed into the arms of her first bear. The ears are also tricky. Once the new bears meet Jeannie’s exacting standards, they are distributed to a growing list of law enforcement and fire agencies in the region, including the San Marcos Fire Department and San Marcos Sheriff’s station. 

Once bears are delivered to a station, first responders take a couple in their vehicle to have on hand in case they encounter a child involved in an accident, crime or family violence. The bears give the kids something to hold and to hug, helping to calm them down at a very stressful time. The bears also help show kids that first responders are nothing to be afraid of. 

One of the more memorable bear missions involved a boy with Down Syndrome who had gone missing. His parents were especially worried because, even if he were located, he would likely not let a stranger, even a police officer, get close. Sheriff deputies who spotted him happened to have a Star Wars themed bear riding shotgun on that particular day. Unbeknownst to them at the time, the boy absolutely loved Star Wars. Once he saw the bear, he came right over, and they were able to reunite the family.  

Aside from the thousands of children whose lives have been touched by the handmade bears, over 6,000 and counting, Jeannie has noticed another lasting change since creating Bears for Badges. 

“Neighbors I had never met started to come to the clubhouse to volunteer, finding new friends in the process,” she said. “Now I see them going for walks together, sharing their lives. It’s something I never anticipated and such a blessing.” 

Bears for Badges could easily continue to grow, but the Stratis’s den is full – Ernie converted their living room to overflow bear storage a while ago. Jeannie also likes that it is still small enough for her to ensure each bear is filled with love (and just the right amount of stuffing).

One Safe Place - March 2025

One Safe Place honored with SMILE Award

The first SMILE award of 2025 was presented to the North County Family Justice Center’s One Safe Place, an organization that provides services at no cost to survivors of abuse and trauma.

Mayor Rebecca Jones presented the award to San Diego County District Attorney Summer Stephan, San Diego County Chief Deputy District Attorney Tracy Prior, One Safe Place Executive Director Claudia Grasso and staff who provide these important services.

Since opening its doors on July 5, 2022, One Safe Place has helped more than 7,000 people who have experienced trauma, such as child abuse, sexual assault, domestic violence, hate crimes, elder abuse, human trafficking, violent loss, family violence, or other abuse or victimization.

District Attorney Summer Stephan, who accepted the award on behalf of One Safe Place, said, “Our passionate staff at One Safe Place saves lives every day and gives hope to those who have lost it. We greatly value the City of San Marcos’ partnership and are honored by this award. We are continuously improving the services we offer to the community by consistently evaluating what works and what does not for those who come to One Safe Place to seek critical support.”

VFW Post 3795 and Auxiliary - November 2024

Councilmember Ed Musgrove proudly presented the award as a testament to the commitment and exceptional service that the VFW San Marcos Post has demonstrated towards our community and our veterans.

For decades, VFW San Marcos Post 3795 and Auxiliary has been a beacon of support, camaraderie, and advocacy for veterans in our community. Their tireless efforts in fostering a sense of belonging and providing essential services to those who have served our nation are truly commendable. From organizing community events to offering support programs for veterans and their families, the VFW San Marcos Post has consistently gone above and beyond to make a positive impact.

The leadership and members of VFW San Marcos Post 3795 and Auxiliary embody the spirit of service and excellence that this award represents. Their dedication to honoring the sacrifices of our veterans and ensuring they receive the respect and entitlements they deserve is an inspiration to us all.

Richard Borevitz - September 2024

SMILE Award presented to Richard Borevitz by San Marcos City Council

Richard Borevitz, a cornerstone of the San Marcos community, was honored with the San Marcos Inspiration, Leadership, and Excellence (SMILE) Award at the City Council meeting on Tuesday, September 10, 2024. Councilmember Maria Nunez proudly presented the award, recognizing Richard’s unwavering dedication to recognizing the equal worth and dignity of all people, his outstanding contributions to advancing local agriculture, fostering sustainable practices, and profound life-long impact enriching the region.  

Richard was born in San Diego and attended Palomar College after graduating from Vista High School. He continued to earn his degree in Political Science at UC Berkley and spent 2.5 years in Los Angeles working as a public health advisor before leaving for South America where he served with the United States Agency for International Development and the Peace Corps. From South America, Richard boarded a freighter and spent another year traveling across Europe which culminated with several months working in a kibbutz in Israel. Even after his extensive travels around the world, Richard returned to San Marcos, making it his permanent home.   

“Richard is one of our most trusted and revered luminaries,” said Councilmember Nunez, who nominated Borevitz for the award. From his knowledge of local history, to becoming an entrepreneur and business owner, and all of his work at Palomar College, Richard has brought tremendous value to San Marcos over the years.  

When Richard was a boy, his father bought a 120-acre farm in Bonsall and even though Richard had studied to be a social analyst he never outgrew his agricultural roots. Shortly after returning to California after college, he was hired to help develop and manage the 1,240-acre Fairbanks Ranch in Rancho Santa Fe. By 1970, Richard designed his first drip irrigation hill and by 1978 he launched his own company, Agricultural Irrigation Systems, Inc. Richard’s company has helped local farmers irrigate crops for the last 40 years.   

In 1978, Richard and Mary Borevitz, the love of his life, purchased a 7-acre orange grove near Palomar College. In 1985, they purchased an additional 20-acres in Twin Oaks Valley, and from 1984 to 2000, the family owned and operated Gourmet Gardens, and a seed distributor for over 30 years. They cleared the land, constructed the irrigation and sewer systems, and designed and built a commercial barn as a center of operations. Their family grew and sold specialty vegetables there for 16 years, with their two girls working in the farm stand and their son doing the tractor work and producing the vegetables with Richard.  

Richard has always valued knowledge and education. In the mid 1990’s, he returned to Palomar College to help maintain and promote the arboretum. He’s spent years serving at Palomar College as a member of the President’s Associates, the Board of Directors, the Palomar College Foundation, Friends of Palomar College Arboretum, and a member of the Proposition M Independent Citizens’ Oversight Committee. Richard was recognized as the Palomar College Foundation Alumni of the year in 2018 for his extraordinary service to the College and community.  

To this day, the Borevitz’ still live on their 7-acre orange grove where they cultivate organic oranges.   

Richard continues to be our greatest champion for our collective well-being and continues to be relentless and uncompromising in his willingness to take a stand for what is right. Richard is revered by his family and countless individuals from all walks of life. Prominent local leaders have been inspired and influenced by Richard, including many San Marcos leaders.   

Because of Richard’s unique significance and contributions to shaping our San Marcos community, it seems fitting that this vibrant individual be memorialized by receiving our SMILE Award.  “As we face insurmountable challenges, like our housing crisis, climate change, and water shortages, this recognition of Richard shows us to lead by example and inspires us to act,” concluded Nunez. 


Cathy Baur - July 2024

SMILE Award presented to Cathy Baur by San Marcos City Council

Cathy Baur, a pillar of the San Marcos community, was celebrated with the San Marcos Inspiration, Leadership and Excellence (SMILE) Award at the City Council meeting on Tuesday, September 24. Councilmember Mike Sannella took great pleasure in recognizing Cathy’s enduring dedication to San Marcos. Cathy’s professional contributions to San Marcos were made through her roles at the Boys and Girls Club San Marcos (BGCSM) and California State University San Marcos (CSUSM). These two long standing community partners play vital roles in San Marcos by offering education and enrichment programs, enabling the next generation to realize their full potential. 

Cathy started her journey with the Boys & Girls Club of San Marcos in 2020, during the peak of the pandemic. She swiftly transformed the Club into a remote learning hub, providing support for the children of frontline workers and first responders. Under her guidance, the organization has seen remarkable growth, nearly tripling its operating budget and broadening its reach to more youth through expanded school-based sites.

In 2022 – with the full support of the City of San Marcos and Club donors, Cathy championed the organization’s biggest growth milestone with the opening of a second standalone Clubhouse in the Richmar neighborhood. Today, the Boys & Girls Club of San Marcos serves nearly 3,000 children and teens in after school programs and summer day camps. 

Before her tenure at the Boys & Girls Club, Cathy held several roles at CSUSM, including Vice President for University Advancement and Associate Vice President for Communications. She led the university through its inaugural fundraising campaign, raising $55M and setting a record as the youngest institution in the US to accomplish such a feat. Cathy also boosted the university’s reputation through award-winning publications, marketing campaigns, the organization’s first Giving Day campaign, and the expansion of digital marketing.

Cathy’s approach to leadership and ability to drive growth can be attributed to her roles in both public and private sectors. The root to her success comes from her passion for volunteerism and giving back to her community. She is an active member of both the San Marcos Rotary Club and the Lake San Marcos Kiwanis Club and serves as a mentor to local college students.

With such a remarkable career, Cathy is looking forward to retirement as her next chapter in November. She plans to remain involved with the community through volunteering with BGCSM and will continue serving as president-elect of the San Marcos Rotary. Personally, Cathy looks forward to spending time with her new grandchild, traveling, and continuing to create award winning wines with her husband, Scott.

“Cathy is truly one of a kind and she will truly be missed. She leads with passion and heart, leaving a positive mark on everyone she encounters” explains Councilmember Sannella. 

Lance Mikus and Paul Nelson - May 2024

Lance Mikus and Paul Nelson were honored with the San Marcos Inspiration, Leadership and Excellence (SMILE) Award.

Deputy Mayor Sharon Jenkins had the pleasure of recognizing Lance and Paul for their commitment to brighten our holiday cheer through their creation and continued development of San Marcos Candy Cane Lane, an annual holiday tradition occurring the first Friday of December through December 25. 

Lance and Paul sparked something truly special when they came up with the idea for San Marcos Candy Cane Lane back in 2020. Their goal was simple, to bring joy to their kids during a time when most were stuck indoors. Little did they know their small gesture would grow into a beloved tradition for the entire community that brought happiness. The endless smiles and laughter from their neighbors that Lance and Paul witnessed, inspired them to keep expanding and improving the experience year after year. 

“The creation of San Marcos Candy Cane Lane is a prime example of our “Spirit of Service.” Every holiday season, Lance and Paul are giving back to not only our San Marcos community, but also to many others who come here to enjoy the growing holiday display,” said Deputy Mayor Sharon Jenkins. “The smiles on the faces of our children as well as adults, fuel their effort to make the experience better every year.” 

“Though the holidays may look different for every family, Lance and Paul make it a priority to bring the residents of San Marcos together to strengthen our community bond,” continued Jenkins.

With more than 3,900 candy canes surrounding San Marcos Candy Cane Lane, delicious hot chocolate, bubble snow showers, holiday music coordinated to a beautiful light show and holiday inflatables, Lance and Paul cherish the smiles and happiness the festivities bring to families across San Marcos. 

They shared that San Marcos Candy Cane Lane has encouraged neighbors to “put the fences down” and build more connections and relationships with one another. A “little slice of heaven” is how residents of San Marcos describe the San Marcos Candy Cane Lane experience.

Since its first year in 2020, the number of homes that participate in San Marcos Candy Cane Lane has increased from three to 25. In fact, San Marcos Candy Cane Lane has grown so much that it caught the attention of Google Maps and is now a permanent feature on the map. “I appreciate the tireless work both Lance and Paul have put into San Marcos Candy Cane Lane each year to create something magical for our community. It is fun festivities like this that inspire stronger community relationships and greater appreciation for one another,” emphasized Jenkins. 

As San Marcos Candy Cane Lane grew, the complex electrical aspect of the light show production sparked Lance to start his own business called Plug Shields which offers materials to protect the use of numerous outdoor extension cords and holiday lights. 

The City of San Marcos was happy to support Lance through the process of acquiring a business permit and company startup. Lance appreciates the City’s “can do” mindset when it comes to partnering with new entrepreneurs and small business owners.

Heidi and Greg Rassatt - March 2024

The City of San Marcos had the privilege of presenting the San Marcos Inspiration, Leadership and Excellence (SMILE) award to Heidi and Greg Rassatt at the City Council meeting on Tuesday, March 12. 

Mayor Rebecca Jones proudly presented the award to the Rassatt’s for their selfless efforts to serve the San Marcos community by hosting the Veterans Day Ceremony every year at Helen Bougher Memorial Park. 

“It is with great pleasure that I present this award to Heidi and Greg. Their leadership in the Veterans Day Ceremony demonstrates the underlining meaning of appreciating our community, especially our veterans,” said Mayor Jones. 

Heidi and Greg served in the military for 25 years. Once they retired, they knew they wanted to spend their time volunteering within their immediate community. After moving to San Marcos in 2006, they quickly learned that there were over 600 military buried in the San Marcos Cemetery. Their son, who was 14 years old at the time, volunteered to build the kiosk for the new San Marcos veterans park in 2007. This act inspired Heidi and Greg to join the Helen Bougher Memorial Park committee to begin their volunteer journey and their remarkable role in the development of the “Wall of Remembrance” at the park. 

One of the pair’s first projects on the committee was to organize and host a Veterans Day Ceremony to commemorate all the brave individuals who give their lives for the country’s freedom, and educate the youth on the stories of veterans. In 2011, Heidi and Greg hosted the first ceremony at Helen Bougher Memorial Park. The event was a major success and was immediately met with donations and support from local organizations and community members. The ceremony quickly began to grow, hosting over 300 guests to honor San Marcos’ veterans. As event attendance increased, Heidi and Greg realized they would need additional support from the city. Since then, they’ve worked with the City in the organization of the ceremony each year to honor our veterans as a unit.  

“I cannot put into words how grateful I am that the City is able to continue supporting and working alongside Heidi and Greg to host the Veterans Day Ceremony. An event like this encourages our community members to share their appreciation for our courageous veterans and teaches our youth about the significance of Veterans Day,” said Mayor Jones. “It is with great honor, that I have the opportunity to be a representative for a community with individuals like Heidi and Greg in it.” 

“We try our best to make it an educational experience for everyone,” said Greg Rassatt. “It’s so important to involve our youth to encourage them to learn about our veterans so they grow up remembering those who served.”

“We emphasize to the community that veterans deserve attention and honor for their bravery. We can never forget, we remember,” expressed Heidi Rassatt.

San Marcos City Council honors Hops in the Hills with the SMILE Award

Hops in the Hills, a community-based organization was honored with the San Marcos Inspiration, Leadership and Excellence (SMILE) award.

Councilmember Sannella presented the award to the organization for their remarkable dedication to providing financial support to local schools and enhancing the learning environment for the city’s youth.  

“I am in awe of the notable services by Hops in the Hills because they’re not only investing in our children’s education, but their future as well. With generosity from the organization, they’re enriching our education system,” said Councilmember Sannella.  
 
Hops in the Hills was founded in 2017 after Tina and Phillip Heap had a conversation with a local craft brewery owner about school fundraising. After their conversation, Tina and Phillip connected with Richard and Ann Marie Amador who were local craft beer enthusiasts. Together they strategized a way they could host a locally focused community event to fundraise for the city’s schools. With this strategized plan, the team gauged community sentiment, and ultimately gained support from the San Elijo Elementary School Parent Teacher Organization (PTO).  

Hops in the Hills has now been supporting local schools for five years and has raised a total of $141,439.58.

“An organization like Hops in the Hills is what makes the quality of life in San Marcos flourish,” remarked Councilmember Sannella. “By supporting our youth, the organization is making the city stronger to enhance community relationships.”  

All of their ticket sales from the events go towards San Marcos schools, and additional local sponsorships are a crucial part of the event’s success. City government entities also play a role in the event process to ensure the community enjoys a safe and fun event. A special thanks to the City of San Marcos, parks and recreation, San Elijo HOA, ABC department, Sheriff’s department, and fire department.  

“Support across all departments and city government entities represents the strong relationships in San Marcos and truly illustrates our togetherness as a community. When there is support from one, there is support from all of San Marcos,” described Councilmember Sannella.

Restoration Abbey - September 2023

Restoration Abbey presented with the San Marcos City Council’s Civic SMILE Award

Restoration Abbey, a church located on Autumn Drive in the heart of San Marcos that nurtures spiritual, economic and relational interconnectedness in the pursuit of peace, has been selected to receive the San Marcos Inspiration, Leadership and Excellence (SMILE) Award. The award is being given to the entire organization instead of an individual church member based on the collective extraordinary contribution of Restoration Abbey for upholding our shared values of humanity and dignity. 

The organization’s namesake pays homage to the important historic role abbeys have played over time by offering sanctuary and solitude for the weary. Restoration Abbey was presented with the SMILE Award by the San Marcos City Council on Tuesday, Sept. 12 for its extraordinary humanitarian response. City Council Member María Nuñez selected the recipient for this award. 

Nuñez is awarding Restoration Abbey for their benevolent response to the humanitarian crisis at the U.S.A./Mexico border earlier this year arising from the expiration of Title 42—eliminating the end of corona virus restrictions on asylum seekers. In May, thousands of migrants found themselves detained by Border Patrol, on U.S.A. soil, deprived of food, water, shelter, bathrooms, other basic necessities, and in many instances life-saving medical care. Without resources and leadership from government, elected representatives or established organizations funded to assist asylum seekers, the humanitarian response fell upon small grassroots groups and individuals to coordinate and provide critical humanitarian aid. Commenting on the award, Nuñez said, “Restoration Abbey stood out among the responders.” Without hesitation, Alex Aguas and Matthew Veling, along with their families and congregation altruistically, bravely, and with initiative shepherded Restoration Abbey’s key role in response to the crisis. “Restoration Abbey stepped in and rallied to organize overnight shifts at the border wall and gather blankets, food, water, phone chargers, medicine, baby formula and much more for the detainees in the open-air detention site,” explained Nuñez. “Their compassionate response to a heartbreaking situation shined a light on the generosity this group has for humankind and illuminated the very spirit of this award.” 

With compassion, Restoration Abbey upheld human dignity aiding over 50 migrants with housing, food, transportation, etc. “Restoration Abbey created a loving, welcoming makeshift shelter for the migrants that became affectionately known as “el santuario religioso,” Nuñez said.

“Historically, members of community abbeys were keenly aware of their neighbor’s needs and joined together to donate surplus goods to help the well-being of all,” explained Matthew Veling. “We are honored to be a part of this modern-day abbey effort right here in San Marcos and humbled by this recognition.”

Immersed in the San Marcos community, Restoration Abbey collaborates with community partners on a yearly Día De Los Muertos cultural art series in October leading up to a community dinner on Dia De Los Muertos, Nov.1 and 2 and hosts an annual community Posada in December. Church members volunteer year-round to tutor community members going through the citizenship process, volunteer at food distributions and gather food donations weekly to feed families in need. 

Amid crises at home and around the world, during great economic and political division, “this recognition serves as a reminder of the importance of recognizing the humanity in every individual affected by the ongoing immigration crisis around the world” according to Nuñez.  “It is an honor to spotlight Restoration Abby’s compassionate work and our shared values of humanity and dignity,” continued Nuñez.

Mia Roseberry - July 2023

Mia Roseberry presented with the San Marcos City Council’s Civic SMILE Award

On Tuesday, July 11 at the City Council meeting, Mia Roseberry was honored with the San Marcos Inspiration, Leadership and Excellence (SMILE) Award by the San Marcos City Council.  

City Council Member Ed Musgrove nominated Mia Roseberry for her compassionate and supportive services to the community, specifically with our beloved veterans. In 2009, Mia co-founded Wounded Warrior Homes, a San Marcos non-profit organization with a purpose of administering transitional housing and re-integrative services to veterans experiencing service-connected disabilities. Her organization focuses primarily on veterans with combat-related disabilities and severe financial instability. 

“I am extremely appreciative of the vital services Mia is able to provide for our veterans here in San Marcos. Her outstanding service to the community emphasizes how important it is to honor and care for those who fought for our country,” said Council Member Musgrove. “It is wonderful to know she supports more than 500 veterans each year with rehabilitative services.”  

In addition to her organization, Mia continues to be an active member of the Military & Veterans Advisory Council of San Diego, San Diego Veterans Coalition and multiple Chamber of Commerce groups, along with the North San Diego Business Chamber. With a background in special education focusing in on ‘Moderate to Severe Disabilities,’ Mia dedicates her time to helping those most in need. 

“What an honor it is to have Mia support our city and veterans in such a thoughtful manner. From her active presence in many veteran and Chamber groups, she is really looking out for our community and finding ways to improve it,” said Council Member Musgrove.

Kiwanis Club of Lake San Marcos receives San Marcos City Council’s Civic SMILE Award

On Tuesday, May 9 at the City Council meeting, the Kiwanis Club of Lake San Marcos was honored with the San Marcos Inspiration, Leadership and Excellence (SMILE) Award by the San Marcos City Council.  

Deputy Mayor Sharon Jenkins nominated the Kiwanis Club of Lake San Marcos on behalf of their 27-year ongoing service to host and organize the City’s annual Holiday Parade, in addition to their contributions to a variety of charities within San Marcos and San Diego County. The club heavily supports the youth in the community through programs at Boys & Girls Club of San Marcos, San Marcos High School FFA, Kiwanis Children’s Fund, Rady’s Children Hospital, Solution for Change and many more.  

“With 45 members a part of the club, it is truly amazing to see their accomplishments from their generosity. Through various connections to many charities, I can see the passionate dedication each member embeds in their services to the San Marcos community,” said Deputy Mayor Jenkins. “It is groups like the Kiwanis Club of Lake San Marcos who help build stronger relationships within the City and demonstrate the significance of supporting our community.”  

In 2022, the club supported nine San Marcos Unified seniors with $9,000 scholarships and plan to fund $15,000 this year for San Marcos students. Club members also support the San Marcos youth by providing children’s reading books to local schools, sponsoring a local Cub Scout troop group and hosting an annual holiday party for Camp Pendleton children.  

“The City of San Marcos cannot thank the club members enough for their amazing service to the community throughout the years and we are very lucky to have such a dedicated group of volunteers who utilize their free time to make our community better across all fronts,” said Deputy Mayor Jenkins.  


Sonja Olson - March 2023

Sonja Olson receives San Marcos City Council’s Civic SMILE Award

Sonja Olson was presented with the San Marcos Inspiration, Leadership and Excellence (SMILE) Award by the San Marcos City Council at the March 14 City Council meeting. 

She was nominated by Mayor Rebecca Jones for her service on multiple Councils and Committees including School Site Councils, SMUSD Dr. Holt’s Parent Advisory Council, LCAP Committee and the San Marcos Promise Program Committee.  

“From her 20 years as a San Marcos resident, Sonja continues to provide endless devoted hours of service to our community,” Jones said. “As an advocate to promote literacy in her neighborhood through her Free Little Library at her home, to a neighborhood organizer for various drives to provide support on a local and international level, Sonja demonstrates her dedication to meeting the needs of the community.”  

Since 2013, Sonja and her husband have co-owned the local small business Sand Dog Solutions which is a promotional item business and offers a lot of services to many schools and teams within the SMUSD. Sonja not only supports the San Marcos residents, but the City’s economy as well.  



Bill and Elaine Gilfillen - October 2022

Bill and Elaine Gilfillen honored with San Marcos City Council’s Civic SMILE Award

At the Oct. 25 San Marcos City Council meeting, Bill and Elaine Gilfillen were presented with the San Marcos Inspiration, Leadership and Excellence (SMILE) Award by the San Marcos City Council. 

The Gilfillen family was nominated by Councilmember Sharon Jenkins for their spectacular community and holiday spirit and decorated house, known as the Knob Hill Christmas House. The couple has been decorating their home for the holidays since 1986 and only missed decorating in 2020 due to the first year of the pandemic.  

Each year, they spend nearly two months preparing for their holiday house display which spreads light and joy throughout the community all season long. In 2009, they added solar to their home to help power over 150,000 lights, 100 figures, 20 rope lights, 80 snowmen and 100 candy canes. The lights are on nightly from 5-9 p.m. unless it's raining, and this year, you might spot Santa at the Knob Hill Christmas House spreading holiday cheer. To continue the tradition, children are invited to drop a letter in Santa’s mailbox which will be sent directly to the North Pole. 

“Bill and Elaine are a gift to San Marcos and truly deserve our spirit of service award for not only the joy they bring to San Marcos residents but also to those who come to visit from throughout San Diego County,” Jenkins said. “Thank you to the Gilfillen family for giving back to the community for 36 years. The Knob Hill Christmas House is a holiday favorite for thousands of community members.” 


Cristina and Antonio “Tony” Contreras - September 2022

Cristina and Antonio “Tony” Contreras received San Marcos City Council’s Civic SMILE Award

Cristina and Antonio “Tony” Contreras were presented with the San Marcos Inspiration, Leadership and Excellence (SMILE) Award by the San Marcos City Council at the Sept. 13 City Council meeting. 

The two were nominated by Councilmember Maria Nuñez for their excellence in teaching and mentoring thousands of youth in San Marcos. Throughout their teaching careers, they inspired generations of students by integrating their Latino heritage into classroom lessons, connecting with bilingual students and creating new programs for students. Their extraordinary dedication in and out of the classroom molded generations of students, teaching them to be courageous, compassionate, authentic, healthy and resilient.

Throughout Tony’s 30-year career, he served as the “Voice of the Knights,” and is known for his years of announcing at San Marcos High School football games. He also created and served as San Marcos High School’s Movimiento Estudiantil Chicano de Aztlán (MEChA) advisor for many years before retiring. The MEChA program is a Mexican American student organization that promotes higher education, community engagement, political participation, culture and history.

During Cristina’s nearly 30-year teaching career, she taught at San Marcos Elementary, Discovery Elementary and Twin Oaks Elementary. From 1990 to 1995, she led folkloric dance lessons for students in an after-school program. In addition to teaching in the classroom, she served as a mentor to college students preparing to enter the teaching profession. 

“Many, like me, who made San Marcos our home and have grown up in the city, have directly benefitted from the Contreras family’s courageous ability to instill a sense of cultural pride,” Nuñez said. “Thank you to Cristina and Tony Contreras for creating a safe and welcoming educational environment for students. Their guidance transformed the lives of countless students of color, especially Mexican and Chicano students and their families, who embraced their cultural identity and influenced individual and community enrichment and empowerment.”


RESPECT Project - July 2022

RESPECT Project receives Civic SMILE Award from San Marcos City Council

The San Diego County Sheriff’s esteemed RESPECT Project was presented with the San Marcos Inspiration, Leadership and Excellence (SMILE) Award by the San Marcos City Council at the July 12 City Council meeting.

The RESPECT project is a character-building and mentoring program designed for students in grades 8-12. Its goal is to instill Responsibility, Empathy, Service, Perseverance, Education, Courage and Trustworthiness in the hearts and minds of San Marcos youth.

San Marcos Sheriff's Station Deputies Todd Baker and Dustin Nelson developed the program in 2014 with the goal of empowering participants to make positive and healthy choices in their lives and within our communities. 

Since then, the RESPECT Project has mentored more than 170 San Marcos middle and high school students. The character-building program provides continuous mentoring and support services that engage youth through decision-making courses, workshops, athletics, field trips, and student-led discussions. Special guest speakers are frequently invited to share their life stories and offer valuable advice to the group.  

Graduates from the 13-week RESPECT Project have found success as adults and demonstrate law enforcement’s positive impact on our community. This law enforcement and community partnership serves as a successful model for youth engagement and is being emulated regionally and nationally. 

“The RESPECT Project offers an environment for students to realize their potential to lead, serve and discover their personal sense of value to our community as individuals and within a group environment,” Councilmember Ed Musgrove said. “The San Marcos City Council extends our gratitude to Deputies Todd Baker and Dustin Nelson for their vision in developing this project and their tireless efforts to see it to an overwhelming success.”

Arcela Nuñez-Alvarez - May 2022

San Marcos City Council honors Arcela Nuñez-Alvarez with Civic SMILE Award

Arcela Nuñez-Alvarez was presented with the San Marcos Inspiration, Leadership and Excellence (SMILE) Award by the San Marcos City Council at the May 10 City Council meeting.

She was nominated by council member Randy Walton for her leadership and contributions to the San Marcos community. Nuñez-Alvarez immigrated from Mexico to San Marcos at the age of 12 with her single mother and sisters. She was raised in San Marcos and graduated from San Marcos High School. Nuñez-Alvarez continued her education and pursued a Master’s Degree and PhD at the University of Minnesota, where she studied the history and politics of Latin America. Her goal to return and give back to San Marcos remained consistent throughout her studies.

In 2012, Nuñez-Alvarez co-founded and co-directed Universidad Popular (UP), an organization dedicated to serving the most vulnerable and disadvantaged communities of immigrants, farmworkers and limited English proficient communities in North County. As a community leader, she uses community-based participatory research to develop culturally responsive education and curriculum. During her career, she has conducted several groundbreaking studies in the areas of civic engagement of the Latinx population.

Nuñez-Alvarez and UP have led numerous meaningful initiatives including 2020 Census outreach, COVID-19 worker assistance, Vaccinate ALL 58 and more. Most recently, UP has participated in the essential worker outreach project to communities hardest hit by COVID-19 to provide information and resources, safety guidance, vaccination and workers’ rights to over 30,000 frontline and essential workers in the region.

“Through her tireless work on the 2020 Census and her life-saving work during the pandemic, I have witnessed Arcela and the team she leads spend countless hours out in the field, quietly doing very difficult work that is improving the lives of thousands of people here in San Marcos,” Walton said. “That is why I want to recognize her with the San Marcos Civic SMILE Award.”


Margaret "Betty" Ferguson - March 2022

Margaret “Betty” Ferguson received San Marcos City Council’s Civic SMILE Award

Margaret “Betty” Ferguson was presented with the San Marcos Inspiration, Leadership and Excellence (SMILE) Award by the San Marcos City Council at the March 8 City Council meeting. 

She was nominated by Mayor Rebecca Jones for her service as San Marcos’ first city clerk, and for her role as planning commission secretary and city manager pro tem from 1963 to 1971. Additionally, throughout her career, she has served on many city, county and state boards, task forces and commissions. 

“As a San Marcos resident for nearly 40 years, Betty has dedicated countless hours of service to our community,” Jones said. “From her service in the Women Marine Corps, to her contributions in city land use planning, development and management, Betty embodies San Marcos’ spirit of service.”  


John Forst - November 2021

John Forst receives San Marcos City Council’s Civic SMILE Award

John Forst, who has served the San Marcos community in a variety of integral roles since moving to the city in 1993, was presented with the San Marcos Inspiration, Leadership and Excellence (SMILE) Award by the San Marcos City Council at the Nov. 9 City Council meeting.

He was nominated by Deputy Mayor Sharon Jenkins for serving as a valuable community volunteer for more than 25 years. He held leadership positions with the Rotary Club of San Marcos and the San Marcos Chamber of Commerce. He served 16 years on the boards of The Elizabeth Hospice and the Palomar Pomerado Health Foundation. He was a founding board member of the San Marcos Economic Development Corporation, Valley of Discovery Education Foundation and The San Marcos Promise. He also served as a member of the San Marcos Unified School District Facilities Working Group.

“John exemplifies what it means to be a true selfless community champion,” Jenkins said. “His dedication has been not only to San Marcos, but also to North County. We thank him for his tireless service.”


San Diego County Fire’s ‘Operation Collaboration’ - September 2021

San Diego County Fire’s ‘Operation Collaboration’ receives San Marcos City Council’s Civic SMILE Award

San Diego County Fire’s ‘Operation Collaboration,’ which has provided COVID-19 vaccination and testing throughout San Diego County, was presented with the San Marcos Inspiration, Leadership and Excellence (SMILE) Award by the San Marcos City Council at the Sept. 28 City Council meeting.

This important program was nominated by Councilmember Maria Nuñez for serving as a valuable community resource. Operation Collaboration has coordinated and staffed hundreds of events to vaccinate residents. With a focus on hard-to-reach populations, Operation Collaboration’s vaccination sites include long-term care facilities, homeless shelters, rural community sites, residential (homebound individuals) and underserved communities.

In early 2020, under the direction of San Diego County Health and Human Services Agency, Fire and EMS agencies across San Diego County came together to form Operation Collaboration. To date, the program has administered more than 61,000 vaccination doses and more than 89,000 COVID-19 tests.

"Under an unprecedented COVID-19 pandemic state of emergency, Operation Collaboration formed between Fire and EMS agencies to provide testing and vaccination across San Diego County to the most vulnerable residents," Nuñez said. "This preeminent emergency and disaster response team vaccinated thousands of hard-to-reach agricultural and other frontline essential workers, and homebound residents. Operation Collaboration cemented its place in history by administering lifesaving COVID-19 vaccines to thousands of City of San Marcos residents."

Rick Rungaitis receives San Marcos City Council’s Civic SMILE Award

Rick Rungaitis, CEO of the San Marcos Chamber of Commerce, was presented with the San Marcos Inspiration, Leadership and Excellence (SMILE) Award by the San Marcos City Council at the July 13 City Council meeting.

He was nominated by Councilmember Ed Musgrove for serving as a valuable community resource for both San Marcos-based businesses and the greater San Marcos community. He routinely promotes a positive business climate, economy and quality of life in San Marcos.

“Under Rick’s leadership, the Chamber has become a sustainable and relevant organization helping to bolster the local economy and guide San Marcos businesses through the challenges of operating through a pandemic,” Musgrove said. “Rick’s tireless efforts to liaison the San Marcos business community with local and regional support opportunities have kept many of our local businesses open and moving forward. His mindset and focus on community exemplify the true meaning of Inspiration, Leadership and Excellence.”

Tanis Brown receives San Marcos City Council’s Civic SMILE Award

Tanis Brown was presented with the San Marcos Inspiration, Leadership and Excellence (SMILE) Award by the San Marcos City Council at the May 11 City Council meeting.

She was nominated by Councilmember Randy Walton for her tireless volunteer work at the San Marcos Historical Society, Heritage Park, the North County Cemetery District, and her many other contributions to the San Marcos community spanning more than four decades.

“For more than 40 years, Tanis has volunteered her time to make our city a better place," Walton said. "From serving on the Community Services Commission to help guide our Parks Master Plan, to her devotion to preserving San Marcos history as president of the San Marcos Historical Society, Tanis is a super volunteer and it's an honor to recognize her for her work."

San Marcos City Council to recognize Civic SMILE Award recipients

There are often community members who rise to the top – clearly reflecting the San Marcos ‘Spirit of Service.’ That’s why San Marcos City Council members have initiated a new recognition program called the San Marcos Civic SMILE Award.

Six times each year, a community member will be chosen by a specific City Council member to receive recognition and will be presented with a San Marcos Inspiration, Leadership and Excellence (SMILE) Award during a City Council meeting.

The first recipient was announced at yesterday’s City Council meeting and was chosen by Mayor Rebecca Jones. She awarded this first Civic SMILE recognition to all City of San Marcos Staff. The honor of selecting a San Marcos Civic SMILE Award recipient will then transition to City Council members Randy Walton, Maria Nuñez, Sharon Jenkins and Ed Musgrove throughout the year.

“The San Marcos City Council is thrilled to announce this wonderful opportunity to highlight a community member who we feel is a true pinnacle of San Marcos,” said Mayor Rebecca Jones. “Our community is filled with innovative thinkers who fuse creativity with a can-do spirit to discover what is possible. This is a chance for us to recognize those stars among us and commend them for the light they shine on our community.”
