The purpose of the Climate Action Plan Implementation Working Group (Working Group) is to advise the City Council, Planning Commission, Budget Review Committee, other City commissions as needed, and City staff on strategies and actions to implement the adopted Climate Action Plan (CAP), consistent with City Council Resolution 2020-8820. The Working Group does not have authority to make final decisions or commit City funding; rather, it focuses on identifying tools and potential funding sources to support implementation while reducing greenhouse gas emissions in accordance with the CAP and applicable State regulations, minimizing impacts to the City’s budget and core service levels, and avoiding increased electrical power costs for residents, businesses, and the City. Please see City Council Resolution 2020-8820(PDF, 899KB). 

  • Five regular members appointed by the City Council for two-year terms (staggered terms will be determined for inaugural members).
  • The Working Group will consist of five City residents, preferably with at least 2 members having had experience in the power, electricity, and/or renewable energy fields. Any member or potential member must disclose at the time of application or of altered circumstances whether they are an employee, an owner or partner in a business or other professional position that operates in the energy reduction, energy efficiency or renewable energy industry so as to avoid any potential conflicts of interests with City strategies or actions, or the appearance of impropriety.
  • Members are not compensated.
  • Must submit Conflict of Interest statements (FPPC Form 700) .
  • City staff provides an initial orientation and ethics training in accordance with state law.
