A building permit is an official approval issued by the city that allows you to proceed with construction or remodeling projects. It ensures that your project complies with state, fire safety, and local municipal codes, zoning regulations, health and safety standards, and other regulations for utility companies and school districts.

Depending on your project you may want to meet with a contractor or architect to understand what may be needed. If you will be hiring a contractor or design professional be sure to verify they are qualified and have relevant experience and appropriate licenses.

Step 1.Complete your permit application

All permitting is managed through our online Building permitting system.

Step 2.Prepare construction documents

  • Detailed site plan.
  • Construction drawings (referred to as plans or plan sets).
  • Engineering reports (if applicable to your project).
  • Other documents as specified by the project type.

Step 3.Submit online

Applications are formally submitted in the online permitting system. You can check the status of permit reviews, fees, documents and other details in your account online anytime.

Step 1.City reviews your application and documents

Staff will review your plans and supporting documents for compliance building, fire, zoning and other applicable codes. This typically takes about 15 business days.

If corrections are needed, staff will give you the details in writing. Then resubmit the corrected information for a new round of review.

Step 2.Get your approved permit 

Pay the permit fees.

Begin construction and schedule your first inspection within 12 months.

Step 3.Schedule inspections

Depending on your project, you may need to have an inspector sign off on specific aspects, like framing, electrical and plumbing.

Step 4.Get final project approval

After the final inspection, you may print a copy of your building permit with the date of completion for your records.

If applicable, the city will issue a certificate of occupancy or completion, signifying that your project is compliant and safe for use.

The city may also notify applicable agencies of your project's status (SDGE meter releases, USPS addressing, etc.).

Going through the proper permitting process protects the health and safety of your family, while safeguarding your investment.

Can I start work without a permit?

No. Starting work without a permit may result in fines, work stoppages and additional fees.

What if I’m hiring a contractor?

Ensure your contractor is licensed and understands local permitting requirements. Contractors can often handle the permit process for you.

What if my permit application is denied?

You can revise your plans based on feedback and resubmit. Building Division staff are available to assist.

How much do permits cost?

It varies depending on your project.  Review the city's fee schedule for details.
