Scripps San Marcos Project Details

The information below is what has been proposed. As city staff review the project, changes may be requested to conform with city land use regulations and site conditions. 

Medical office building

  • The medical office building would be constructed along the eastern edge of the project site, adjacent to Twin Oaks Valley Road.
  • Seven stories with a maximum of 220,000 square feet of medical office space.
  • Main entrance would be on the ground floor, facing west toward a new internal private roadway, Scripps Way.
  • A delivery entrance and storage area just north of the building, accessible from a driveway off Scripps Way.

Hospital buildings

  • Two hospital patient buildings would be located at the southern portion of the project site, just north of Discovery Street (a total of 250 beds).
  • Both buildings would be nearly identical in height, up to eight stories.
  • The buildings would be connected to each other at the ground level, with the main entrance and lobby facing Scripps Way.
  • An ambulance and drop-off entrance driveway would be provided from Street ‘A’ to the west.
  • An entrance bay would provide emergency room drop-off and parking spaces for ambulances.
  • A separate delivery truck entrance would be provided to the south, connecting to Discovery Street.
  • The delivery bays for the towers would be recessed below ground level to screen the area from public view.
  • Building 1 would connect to the medical office building through a tunnel at the lower level and a bridge at an upper level.

Helipad

  • A helipad would be located on the roof at the southwest corner of Tower 1.
  • The rooftop helipad would accommodate rapid medical transportation for critically ill or injured patients and for transfers to other facilities.
  • Helicopters would approach or depart the facility along flight paths that generally follow the alignment of Discovery Street to the southwest and diagonally over the California State University San Marcos campus fields to the southeast.

Central energy plant

  • An approximate 35,000-square foot central energy plant and adjacent utility yard would service the two hospital towers.
  • The plant would provide heating, cooling, electrical and gas supply as well as backup energy generation to ensure uninterrupted service in the case of a power outage.
  • Located along the western edge of the project site, adjacent to Street ‘A.’
  • One-story with rooftop equipment surrounded by screening.
  • The plant would be partially recessed below Street ‘A’.
  • The plant and adjacent utility yard would be surrounded by retaining walls with fencing to the west, north and east.  The fencing would provide both security and visual screening.
  • Access to the plant would be provided through a gated internal driveway off Scripps Way.
  • A subgrade utility tunnel would connect the plant to the two hospital towers at the lower levels.

Parking structure

  • Nine-level parking structure for Scripps Health employees, patients and visitors, with 2,100 stalls
  • The initial buildout would consist of seven levels with an approximate minimum capacity of 1,600 stalls.
  • If Scripps Health determines in the future that additional parking is necessary to support the patient experience, the parking structure expansion would occur.
  • Vehicle access to the parking structure would consist of two driveways off Scripps Way and one dedicated staff driveway off North City Drive.

Project access and circulation

  • Scripps Way is the new private internal roadway serving as the primary access to the project site. This road would bisect the property diagonally, connecting between North City Drive to the north and Street ‘A’ to the west.
  • The North City Drive entrance would be located between Twin Oaks Valley Road and the roundabout intersection with Street ‘A.’
  • The Street ‘A’ entrance would be located north of the intersection with Discovery Street and south of the roundabout.
  • Scripps Way would provide between two and four lanes through the site to connect visitors to the parking structure, hospital entrance and medical office building entrance.
  • This roadway would also allow employees to access the central energy plant and medical office building delivery area.

An additional driveway on Street ‘A’ for an ambulance drop-off.

  • A driveway for hospital deliveries off Discovery Street to the south.
  • No driveways or vehicle access would occur along Twin Oaks Valley Road.
  • Pedestrian access would be provided via sidewalks along Street ‘A,’ North City Drive, Discovery Street, Twin Oaks Valley Road and Scripps Way.
  • Additionally, an internal pedestrian Paseo (discussed below) would be provided through the project site.
  • The closest transit stops include the North County Transit – San Diego Railroad’s SPRINTER station at CSUSM approximately one mile to the east and the BREEZE bus stop at the intersection of Twin Oaks Valley Road and Craven Road approximately half a mile to the south.

Twin Oaks West Plaza and Paseo

A pedestrian Paseo would be provided through the project site, bisecting it from the northwest to the southeast. The Paseo would begin at a gateway plaza located south of the roundabout intersection of North City Drive and Street ‘A’, travel between the parking structure and central energy plant and then cross Scripps Way. 

The Paseo would continue east between the medical office building and Tower 1 and then meander south between Tower 1 and Twin Oaks Valley Road, providing a connection to the Twin Oaks West Plaza proposed at the northwest corner of Discovery Street and Twin Oaks Valley Road. The Paseo would continue west between Tower 1 and Discovery Street and then merge with the 15-foot sidewalk along Discovery Street just before the hospital’s delivery truck entrance.  

The Paseo would be  fully available for public use. Pedestrian features such as benches, wayfinding signage, security lighting and landscaping elements would be installed along the route of the Paseo in alignment with UDSP requirements. Signage, crosswalks, or lighted signals would be provided where the Paseo intersects with driveways and Scripps Way.   

The Twin Oaks West Plaza would include features such as accent trees, enhanced paving, site furnishings, seating areas and wayfinding graphics/signage. It would be located near the intersection of Twin Oaks Valley Road and Discovery Street, serving as a southern gateway to the University District. 

Pedestrian bridge

A pedestrian bridge is proposed  to span across  Twin Oaks Valley Road between the project site and a future development to the east. Construction of this bridge would be a joint effort between Scripps Health and Urban Villages San Marcos, LLC, the property owner to the east across Twin Oaks Valley Road. However, once constructed, ownership of the bridge would be transferred to the city. 

Frontage improvements

Twin Oaks Valley Road would be improved with bike lanes and landscaping that protects the existing mature street trees. These public improvements would provide a consistent streetscape along the entire Twin Oaks Valley Road project frontage and have also been coordinated with the proposed development to the north of the site. Discovery Street would be widened along its northern edge to create a turn pocket for commercial deliveries to the hospital, via the Discovery Street loading dock driveway. 

The existing five-foot wide landscape planter and 15-foot-wide sidewalk currently located along the project’s Discovery Street frontage would be removed and replaced in kind to align with the updated curb alignment. The existing bike lane would be maintained and incorporated into the turn pocket design.
