CDBG program

The Community Development Block Grant (CDBG) Program is a federal housing and community development program administered by the Department of Housing and Urban Development (HUD). The City of San Marcos is an entitlement jurisdiction, which means the city receives a CDBG grant annually to assist with housing and community development activities. 

CDBG funds are used to conduct activities that assist low- to moderate-income residents, households and communities. Activities must meet one of three National Objectives: 

  1. Serve low-to moderate-income residents 
  2. Eliminate or mitigate slums and blight 
  3. Address an emergency need 

FY 2026–27 CDBG Draft Plans Available for Public Review and Comment

The City of San Marcos has released the draft Program Year 2026–2027 Community Development Block Grant (CDBG) Annual Action Plan and proposed Substantial Amendments to prior-year Annual Action Plans for a 30-day public review and comment period from March 20 through April 22, 2026.

The Annual Action Plan outlines proposed investments in housing affordability programs, community facility improvements, and neighborhood infrastructure projects in qualifying low- and moderate-income areas, consistent with the city’s 2025–2029 Consolidated Plan.

The proposed amendments reallocate prior-year funding to construction-ready, eligible projects to support timely expenditure of CDBG funds and maintain compliance with U.S. Department of Housing and Urban Development (HUD) requirements.

Public Hearings

The City Council will receive public comment at a public hearing on March 24, 2026, and will consider adoption of the Annual Action Plan and Substantial Amendments at a public hearing on April 28, 2026.
