This policy establishes guidelines for patron behavior and access at City of San Marcos facilities. It outlines expectations for conduct, enforcement procedures, and potential consequences for violations, in support of a safe, respectful, and inclusive environment.

Indoor facility rentals(PDF, 2MB)
This policy establishes parameters and guidelines for the indoor rental of City owned buildings and facilities. This policy explains limitations on bookings at all rentable facilities including fees, deposits, recurring bookings and the application process. This policy is in conjunction with the Facility Rental Rules and Regulations. 

Approved non-mobile attraction vendors(PDF, 316KB)
Planning a park event with an inflatable, pony ride, or petting zoo? This form includes the City of San Marcos’ approved non-mobile attraction companies and their contact information. The City does not endorse specific vendors, and companies are listed alphabetically. Approved attractions are only permitted at select park locations, and any equipment not listed is prohibited for park rentals.

Park guidelines

Wheel park requirements(PDF, 163KB)
Provides guidance aimed to create a safe and enjoyable park experience for the community and to reduce the frequency and severity of injuries associated with the operation of park amenities designed for bicycles, skateboards, and scooters.

These guidelines aim to create a safe and enjoyable dog park experience for the community and to reduce the frequency and severity of injuries associated with the design, construction, and operation of dog parks.

These trail rules are designed to ensure a safe, respectful, and enjoyable experience for all visitors while helping protect natural resources and wildlife throughout the City’s trail system.

Memorial opportunities

Memorial tree and bench program(PDF, 169KB)

The Parks & Recreation department has created a memorial bench and tree program that allows individuals or groups to purchase a bench or tree in honor of their loved one. This program will offer a meaningful way to remember someone while contributing to the enhancement of the City's parks and public open spaces. 

Requests for placing memorials in City owned or maintained public parks and/or open space areas are to be coordinated through the Director of Parks & Recreation and shall involve the Public Works department to evaluate site location, installation, and maintenance of memorials, and to ensure their public safety.

Memorial bench

The cost is approximately $4 - $5K based on bench style and installation. This fee includes the site preparation, concrete bench pad including ADA required companion seating, procurement and installation of the bench. The plaque is purchased by the applicant.

Memorial tree

The cost of a memorial tree varies based on size, species, location, and installation. The City does not guarantee the memorial tree's viability. Plaque type, specifications, materials, font and size to be discussed with and approved by City staff.

Helen Bougher Veterans Wall of Remembrance(PDF, 507KB)

This policy establishes the parameters and guidelines for individuals to purchase available tiles to commemorate San Marcos residents who have honorably served in the United States Armed Forces. Due to the limited number of tiles, at this time, only applications for individuals who are MIA, KIA, or POW will be accepted.

Accident & incident reports

Accident/incident report form(PDF, 155KB)
This form is used to document an injury, property damage or incident for which managing staff needs to be notified.  It is also used to document "near misses" so they can be discussed as lesson learning opportunities.
