The City Manager is appointed by the City Council to carry out its policies and oversee the day-to-day operations of the city.

Michelle Bender

When I joined the City of San Marcos in 2009 from the private sector, I discovered a unique work culture that blends a passion for public service with the entrepreneurial spirit and efficiency of a well-run business.

Over the next 15 years, I worked closely with every city department as HR Director, then as Assistant City Manager, gaining a deep appreciation for the role local government can play in making our community stronger, safer and more connected:

  • Keeping our community safe and responding quickly to 9-1-1 calls for help
  • Providing beautiful parks and trails
  • Ensuring our infrastructure is well maintained
  • Creating programs and events that bring our community together
  • Supporting local businesses and a healthy economy
  • And so much more!
