Creek Specific Plan Update

The San Marcos Creek Specific Plan provides a planning framework for the future development of approximately 214 acres along San Marcos Creek, south of San Marcos Boulevard, east and north of Discovery Street, and west of Grand Avenue.

A Specific Plan implements the city's long-range plan, called a General Plan, by providing a tailored set of planning policies and development standards for a particular geographic area. A Specific Plan is a standalone document but must be consistent with the General Plan. By law, a Specific Plan must address the following categories:

  • Land uses: Types, locations, distribution, and overall function of uses
  • Infrastructure: Transportation, sewer, water, and utilities
  • Development standards: Requirements for new or remodeled buildings
  • Implementation: Financing, funding, and phasing strategies

Background

The San Marcos Creek Specific Plan was originally adopted in 2007. It currently provides for up to 2,300 housing units, 1.2 million square feet of retail space, and 600,000 square feet of office space.

Since the plan’s adoption, several major events have impacted the feasibility of private development in the area, including:

  • Economic uncertainty, starting with the 2008 global financial crisis
  • Dissolution of redevelopment agencies by the State of California (taking away an important funding source)
  • Build-out of the adjacent University District/North City area
  • Shifting market demands for retail and office space following the COVID-19 pandemic

In addition, the completion of major capital improvement projects, including flood control, new bridges, parks, and open space, has reshaped the plan area's development landscape.

The Creek Plan Update seeks to respond to these changes by revising the San Marcos Creek Specific Plan to better reflect current conditions, challenges, and opportunities.
