The Community Development Block Grant (CDBG) Program is a federal housing and community development program administered by the Department of Housing and Urban Development (HUD). The City of San Marcos is an entitlement jurisdiction, which means the city receives a CDBG grant annually to assist with housing and community development activities.
CDBG funds are used to conduct activities that assist low- to moderate-income residents, households and communities. Activities must meet one of three National Objectives:
- Serve low-to moderate-income residents
- Eliminate or mitigate slums and blight
- Address an emergency need
FY 2026–2027 CDBG Annual Action Plan (Adopted)
The City of San Marcos City Council adopted the Program Year 2026–2027 Community Development Block Grant (CDBG) Annual Action Plan and Substantial Amendments to prior year Annual Action Plans on April 28, 2026.
The Annual Action Plan outlines the City’s planned use of CDBG funding to support housing affordability programs, public services, and community and neighborhood infrastructure improvements benefiting low- and moderate-income residents, consistent with the City’s 2025–2029 Consolidated Plan.
The Substantial Amendments reallocate prior-year funding to construction-ready, eligible projects to support timely expenditure of CDBG funds and maintain compliance with U.S. Department of Housing and Urban Development (HUD) requirements.
