County of San Diego - Waitlist openings for two new developments

The County of San Diego announced that on March 9, 2026, beginning at 7:30 a.m. through March 20, 2026, at 11:59 p.m., the Housing Authority of the County of San Diego will open new waitlists for two Project-Based Voucher (PBV) developments located in the community of Fallbrook and the City of San Marcos. All other waitlists will remain closed. 

Mirasol Meadows PBV development - 528 E. Alvarado Street, Fallbrook, CA 92028 

This development includes 47 Project-Based Vouchers with one- and two-bedroom floor plans for seniors aged 62 and older who meet eligibility criteria.  

Villa Serena Phase II PBV development - 339 Marcos Street, San Marcos, CA 92069 

This community consists of two residential buildings featuring one-, two-, and three-bedroom apartment homes, as well as a community building. Villa Serena Phase II offers 10 Project-Based Voucher units that will be filled through the waitlist.  

If you are interested in applying for the PBV rental assistance waitlists, you may submit an application between March 9 and March 20, 2026. Applicants will be selected through a lottery system. Please note that there is no advantage to applying on the first day.

All applicants will be selected from HACSD’s Mirasol Meadows and Villa Serena Phase II PBV waitlists in accordance with federal housing policies. Applicants must meet program eligibility requirements and will be screened by property management for tenancy.
