Application help for Villa Serena affordable housing

The City of San Marcos is offering various support services to residents interested in submitting a pre-application to Villa Serena II, a new affordable housing complex in the City of San Marcos. When the complex is complete, it’ll provide 63 affordable apartment homes for residents earning at or below 60% of the area median income limit established by the County of San Diego.

8:30 a.m. Wednesday, April 1 to 5 p.m. Wednesday, April 15, 2026

How to apply

Applicants may submit the affordable waitlist pre-application administered by the developer National CORE:

  • Online (available when the waitlist opens)

  • In person or by mail:

A lottery will be conducted by National CORE after the pre-wait list closes.

About Villa Serena phase II

Villa Serena Phase II will include:

  • 12 one-bedroom units

  • 30 two-bedroom units

  • 20 three-bedroom units

  • 1 manager’s unit

Once completed, Villa Serena Phases I and II will provide a combined total of 148 apartment homes serving families, formerly homeless seniors, veterans, individuals with special needs and young adults transitioning out of the foster care system.
