Council Meetings

The San Marcos City Council typically meets the second and fourth Tuesday of each month, starting at 6 p.m. 

Agenda related documents provided to a majority of the City Council after distribution of the agenda packet will be available for public inspection at the time of distribution in the City Clerk Department located on the second floor of City Hall, 1 Civic Center Drive, San Marcos, CA during normal business hours. The same materials are also posted online at www.sanmarcosca.gov as time permits.

Agendas are available in Spanish at City of San Marcos-City Council Agendas. Spanish captions are available via the Zoom meeting application.  See Meeting Participation tab below for login information.

Meeting Participation

In-Person Public Comments

If you wish to address the City Council, please complete a “Request to Speak” form. Forms are located at the rear of the Council Chambers. Be sure to indicate which item number you wish to address. Comments are limited to THREE minutes. Speakers are asked to fill out a “Request to Speak” form and hand it to staff, although provision of a name, address, or other identifying information is optional.

Individuals who use a translator will receive twice the amount of time to ensure that non-English speakers receive the same opportunity to address the City Council.

No person may yield speaking time to another person. The use of City equipment for visual presentations is not permitted. Documents may be submitted by the deadlines indicated below to cityclerk@sanmarcosca.gov; such documents will be provided to the Council and incorporated into the record for the meeting.

Written comments may also be sent directly to the City Council or to the City Clerk at cityclerk@sanmarcosca.gov

Remote Public Comments

In order to participate remotely, you must be present in the Zoom Webinar meeting during the item you would like to speak on and request to speak when the Mayor calls the item by clicking “raise hand” feature in Zoom or dialing *9 by phone. Upon joining the meeting, all attendees will automatically be muted with video feed disabled. When called to speak, please unmute yourself using the “Unmute” button in Zoom or by pressing *6 on your phone, and state your name, if desired for the record.

When you join the Zoom Webinar you may see a pop-up asking you to enter an email address, but a valid email address is not required.

For Spanish or other language captions, please join the Zoom meeting using the desktop or mobile app. Click the “Show Captions” button on the meeting toolbar. Click the small arrow (^) next to the Captions button and toggle the “Translation” option to on. Select “Spanish” as your preferred caption language. Captions will then appear in Spanish at the bottom of your screen. Participants can switch caption languages at any time during the meeting without needing the host to change settings.

Meetings may be paused in the event of a systemwide technical disruption that prevents the public from remotely participating in the meeting as required by the Brown Act. However, meetings will not be cancelled or paused due to technical difficulties experienced by individual remote participants or a limited number of remote participants, including issues related to personal devices, personal internet connectivity, or other user-specific technical problems.
